Former Birmingham Water Works Attorney Sues Over Termination
Mark Parnell, a longtime attorney for the Birmingham Water Works Board (BWWB), is suing Central Alabama Water (CAW) and its board members, alleging unlawful termination of his employment agreement and a conspiracy to damage his reputation. Parnell served as BWWB’s attorney from 1988 until June 2, 2025, when the newly appointed CAW board terminated his contract for the role of Deputy General Manager/General Counsel. His hiring had been approved just a day before significant legislative changes transformed the BWWB into a seven-member board.
Parnell argues that his employment was meant to ensure stability and preserve institutional knowledge during a politically tumultuous period, aimed at maintaining quality water service for the utility’s customers. Critics, however, contend that the agreement was invalid following the board’s overhaul. Parnell offered to meet with the new board members but received no response. He claims he learned of his contract termination while at the hospital with his wife, who was gravely ill, and has since faced disparaging remarks from board members regarding his performance.
CAW member Jeff Brumlow expressed concerns over the legal advice provided by Parnell, questioning its trustworthiness. Meanwhile, Parnell insists his contract was legitimate and crucial for the transitional phase. CAW acknowledged the lawsuit but declined to comment further, stating they look forward to defending their position in court.
